FAA Part 107 Requirements

State Drone Laws

Rhode Island regulates drone operations through privacy statutes and state park rules rather than a standalone commercial drone licensing framework. Rhode Island General Laws § 1-18-3 restricts the use of unmanned aircraft for surveillance of private property without consent, prohibiting drone-based image capture of enclosed private spaces where a reasonable expectation of privacy exists. The Rhode Island Airport Corporation (RIAC), which operates T.F. Green International Airport (PVD), requires notification for drone operations within airport traffic areas and follows FAA Part 107 airspace rules. The Rhode Island Department of Environmental Management (DEM) prohibits drone takeoff and landing in all state parks, state beaches, and state management areas without a special use permit issued by the DEM Division of Parks and Recreation. Rhode Island does not require a separate state-level commercial drone license or registration, but all commercial operators must hold a valid FAA Part 107 Remote Pilot Certificate and register their aircraft with the FAA. The state follows FAA Part 107 preemption on airspace regulation, meaning municipalities cannot enact their own airspace rules but may regulate takeoff and landing on public property. LAANC authorization is available for the T.F. Green International Airport (PVD) Class C airspace and surrounding controlled airspace. The FAA controls all airspace above 400 feet AGL. Operators near military installations or critical infrastructure should check NOTAMs for TFRs.

Local Ordinances

Pawtucket is governed by Rhode Island state drone law and FAA Part 107 regulations. The City of Pawtucket requires a permit for commercial drone takeoff and landing on city property, issued through the Pawtucket Department of Planning and Redevelopment. City parks including the Slater Memorial Park, the Darlington National Little League complex, and the Daggett Farm recreational area require explicit permission for commercial drone operations. The Blackstone River Valley National Historical Park and the Old Slater Mill National Historic Landmark require a National Park Service special use permit for commercial drone operations. Rhode Island state parks and state management areas require a commercial use permit from the Rhode Island Department of Environmental Management. Commercial drone filming for movies, TV, or advertising requires a film permit from the Rhode Island Film and Television Office. FAA Part 107 Remote Pilot Certification is required for all commercial operations. LAANC authorization is required for flights within PVD Class C or SFZ Class D airspace boundaries.

Restricted Airspace

• Rhode Island T. F. Green International Airport (PVD) Class C airspace has a 5 NM radius surface area centered on the airport in Warwick, with outer shelves extending to 10 NM. The Class C covers portions of Warwick, Cranston, Providence, and East Greenwich. Commercial drone operations within the PVD Class C lateral boundaries require LAANC authorization. While Pawtucket is north of the PVD Class C surface area, the southern edges of the city may be within the Class C outer shelf; operators should check the lateral boundaries before flight.
• North Central State Airport (SFZ) in Lincoln has Class D airspace with a 4 NM radius surface area approximately 7 NM west of Pawtucket. SFZ serves general aviation traffic for the Blackstone Valley region. Commercial drone operators in western Pawtucket and along the Lincoln border should check SFZ Class D boundaries and monitor CTAF 122.8 for transiting aircraft. LAANC authorization is required for flights within the SFZ Class D surface area.
• The Seekonk River and the Providence-Pawtucket waterfront have moderate helicopter traffic including news, medevac, and State Police aviation units. Drone operators flying near the Slater Mill National Historic Landmark, the Pawtucket Falls, and the Seekonk River waterfront should maintain situational awareness of low-altitude helicopter traffic. The Industrial Highway (I-95) corridor through Pawtucket also has occasional aerial news coverage during major incidents.
• The Blackstone River Valley National Historical Park includes the Slater Mill site in Pawtucket and the Blackstone River corridor. National Park Service regulations prohibit commercial drone takeoff and landing on NPS-administered land without a special use permit. The Old Slater Mill National Historic Landmark and the Blackstone River State Park require explicit authorization for commercial drone operations.
• The Pawtucket Falls and the historic textile mill district along the Seekonk River have enhanced security considerations due to critical infrastructure. The Narragansett Bay Commission wastewater treatment facilities and the regional electrical substation infrastructure in the Blackstone Valley corridor should be treated with caution. Drone operators should check for TFRs during VIP visits to Providence and maintain awareness of the dense residential and commercial development across the Providence metro area.
